The position
Quantum technology is usually handled as a science story or a procurement line. It is neither. Quantum sensing, timing, and communication change what states can see, where they can navigate without satellites, and what they can keep secret — which makes them questions of strategy long before they are questions of engineering.
CQSS exists for that gap. The institute takes the intersection of quantum technology and statecraft as its whole subject, rather than as a sub-topic of technology policy on one side or security studies on the other.
Its primary reader is a decision-maker in government: a committee staffer, an agency official, a planner, someone who has to form a view quickly and defend it later. Researchers, industry, and the press are served — but when their needs conflict, the institute resolves for the person holding the decision.

Standing and independence
CQSS is an independent institute. It is not a programme of another organisation, and it does not present any other body’s accreditation, membership, or standing as its own.
The institute is early. It has no publication record, no convening history, and no partnerships to announce. This site states what CQSS is built to do and who is behind it, and marks everything else as pending rather than filling the space with work that does not exist.
